Dangerous pass and turn across front wheel

Travelling south east along Chandler Highway,Kew, in the designated bike lane I was approaching traffic lights. Drivers can turn left off Chandler Highway to travel down ramp and enter onto Eastern Freeway

A van passes me and turns left safely . As I begin to slow down the next vehicle cuts across the front wheel within centimetres of being knocked off bicycle.
