Driver in black BMW makes a close pass on road with no shoulder

This was on CA highway 9, on a part of the road with no shoulder. All other cars I encountered slowed down and passed at a safe distance except for the driver in the black BMW. I cannot make out the license plate number. Changed my cameras to record at 60p with EIS hoping at an improved chance to catching nubmer plates.
