Head-on illegal blind pass by a motorcycle

This idiot on a motorcycle carrying a passenger decides to pass in an illegal double yellow line zone on a hill into my lane. Had I not moved quickly to the minimal shoulder of the road, this might have very well ended tragically. This incident happened in Dover Township on Bull Road. I sent a link to the video and reported it to the Northern York Regional PD but never received a reply or thank you. Note: not filmed on a Cycliq. Original, trimmed video.
