How to not back out of a driveway

Riding down a hill. Hit a small rise and a car backs out of the driveway about 50-75 feet in front of me as I'm going 20-25 miles an hour. Passenger said I was riding in the middle of the road and that I should use my brakes. I was using my brakes to slow down and did not have enough space to stop.
