Illegal right right in front of bike and pedestrian

Same place, same behavior again..
SUV turns right on red turn light right in front of crossing pedestrian and bike. There is 2 illuminated red arrows - that should suffice (, or not?), while bikes and peds have early green (supposedly a safety measure). But who cares, (s)he's got to push through, and with an out-of-state-plate anyway.
